Tenderloin Community Benefit District
The Tenderloin Community Benefit District (TLCBD) is a nonprofit organization working to strengthen San Francisco’s Tenderloin as a vibrant, welcoming community for everyone who lives, works, visits, or spends time there. Funded primarily through assessments on neighborhood property owners, TLCBD combines the day-to-day work of neighborhood stewardship—street cleaning, safety programs, parks and public spaces, and events—with advocacy, economic opportunity, community leadership, and efforts to build neighborhood pride.
Central to its approach is an unusually expansive definition of who belongs in the neighborhood: TLCBD explicitly includes people experiencing homelessness among its “neighbors” and grounds its work in connection, respect, responsibility, and courage. In a district too often defined from the outside by its challenges, the organization emphasizes the Tenderloin’s people, history, culture, and existing sense of community as assets on which to build.
